NPS Supervisory Foundations

This three-part, DOITalent-based program is a suite of online self-guided courses and live virtual meetings that are required to be completed within one year of starting a new supervisor position. You can always find the latest version of this information in the DOI’s sharepoint as well.

Part I  |  Part II  |  Part III


Part I:

Description: All of the courses in Part I introduce new supervisors to a variety of competencies specified by OPM’s Federal Supervisory Training Framework. All of the courses in Part I are online self-guided.

Hours: approximately 8-11 hours

Audience: Part I is open for all audiences, and is required for all new supervisors.

Tasks: Complete all of Part I first. Earn completion certificates for each of the following online self-guided courses:

Leadership Competencies: 

  • Integrity/Honesty
  • Human Capital Management
  • Leadership


  • In Effigy (will need access to Common Learning Portal). Incidents that occurred at Effigy Mounds National Monument provide important lessons and learning opportunities for all employees of the NPS.


Part II:

Description: This introductory course provides an overview of the concepts and skills needed for supervision in the NPS. Part II will included online self-guided content and a live virtual meeting.

Hours: approximately 6-8 hours

Audience: Part II is open for all audiences, and is required for all new supervisors.


  • Complete all of Part I;
  • Self-enroll (join waitlist) in Part II’s live virtual meeting in DOITalent (4 hours);
  • Complete Part II’s pre-course work in DOITalent (2-3 hours).

  • Intro to Ethics: Hosted by the Ethics Officials from the NPS Branch of the Departmental Ethics Office (DEO).
  • Monthly chat with Ombuds: Join the NPS Ombuds and other NPS supervisors for an informal conversation about constructive ways to manage workplace conflict.


Part III:

Description: Part III provides new supervisors with opportunities to continue to develop their skills, and apply knowledge gained from Parts I & II. Part III is a weeklong commitment that will include online self-guided content and live virtual meetings.

Hours: approximately 32 hours

  • 2+ hours of pre-course work in DOITalent each of the 5 days;
  • 4 hours of live virtual meetings each of the 5 days.

Audience: Part III is only available to new supervisors, and is required. Other audiences can request to enroll in Part III pending availability (use “Request Enrollment” form below).


  • Complete all of Part’s I & II;
  • Self-enroll (join waitlist) in Part III’s live virtual meetings in DOITalent (20+hours) and/or request enrollment (see below);
  • Complete Part III’s pre-course work in DOITalent (10-13 hours).

Per policy guidance, NPS Supervisory Foundations will fulfill the required training for new supervisors, within one year of an employee’s initial appointment to a supervisory position. You will also be asked to participate in a refresher training at least every three years, as mandated by 5 CFR 412.202.
